No drugs involved, no money laundering, you don't even have to go door-to-door to extort people. Just have to own a privatised Public Service, preferably listed on the stock market.
Owning a Public Transport is a good start. Get cheap labor and charge high fare. So what if 84% opposed? They still have to take the bus right?
